An emission target can be difficult to reach if electric vehicles remain expensive or inconvenient for drivers. Purchase rebates can move adoption upward, but their effect may slow when charging access becomes the next obstacle.

The film begins with a clearly marked no-incentive baseline and an ambitious emissions goal. A rebate program then lowers the cost of adopting an electric vehicle, raising the electric share until scarce charging limits further progress. The next act adds support for charging infrastructure and shows how the combination changes adoption and emissions. A final comparison highlights the public expenditure associated with the alternative packages. The insight is that an incentive should be aimed at the current constraint. Paying ever larger vehicle rebates may accomplish little once people are held back by the difficulty of charging.
